Windows cannot be activated - Error 0xC004C003: what it means and how to fix it (Windows 7, 8.1, 10, 11)

You may encounter error 0xC004C003 when trying to activate Windows. This error code appears when the product key has been rejected by the Microsoft activation server as invalid, locked or unauthorized.

Unlike many other activation errors, the 0xC004C003 error cannot be fixed with CMD commands, SFC scans or system updates. In this case, the only effective solution is to replace the key with a new, legitimate and authorized one.

What does error 0xC004C003 mean?

This error occurs when:

The product key has been blocked by Microsoft (often due to abuse, e.g., frequent re-activation),
The key was previously used on another computer and can not be reactivated (for example, after replacing the motherboard),
The activation attempt is for the wrong version of the system (e.g. Windows 10 Home key for Windows 10 Pro),
A key from an unreliable source (auctions, recycled OEM keys, etc.) was used.

Why can't it be fixed via CMD?

Many activation errors can be circumvented with tools such as:

slmgr.vbs /ipk - key introduction,
slmgr.vbs /ato - online activation attempt,
slmgr.vbs /rearm - license reset,
sfc /scannow i DISM /Online /Cleanup-Image /RestoreHealth - system repair.

In the case of error 0xC004C003, none of these actions will help. Microsoft servers reject the key at the license level - it is simply invalidated. It is like trying to pay in a store with a card that the bank has blocked: the system will not accept it.

To activate Windows, you need to enter a new, previously unused product key that corresponds to your system version (e.g. Windows 10 Pro, Windows 11 Home, etc.).
